It is not RF splitter that you would use for cable TV. It is "regular" RCA with one male at one end and two females at other. Go to some store and ask for "Y splitters for Audio/Video" they will show you what it is. Here you would use Audio/Video cables, not 75 Ohm cables.

You can use RF output from the decoder/converter/or whatever the box is, to run regular 75 Ohm cable to other TV, and if that TV is stereo it will decode all stereo signals just as if you would run A/V cables.

With 17 meters you can expect some problems, and if picture is very poor, consider some RF amp/signal-buster. This amp will go right after (short cable) converter/decoder, and then from amp (long cable) to other TV. These cables would be 75 Ohm just like all those cables arround house connecting RF signals.
