Yes, there is a device to do this, but you can kill me if I know where to get it. One that I used (from friend) long time ago, is installed in video line and could flip picture upside-down, and/or leftside-right, like in a mirror.
In a tube TV, or tube-type projector, this is easy done by one/three switch(es) just reversing polarity for deflection system. But LCD does not have deflection system, so you'll have to find this little device somewhere.
