Burning VCDs for my Toshiba players

I occasionally download video image files (BIN/Cue files) to create VCDs (my Toshiba players (6200 & 2200) both state that they can play VCDs). I follow the instructions, which usually state: "burn the image using Nero, but always receive disk read errors when loading the discs into my DVD players. I've tried various brands of CD-Rs without any luck.
Has anyone here had success buring VCDs and playing them on with either of these models? What were the steps that you followed?
