Need to adjust sound level settings depending on source?

I am coming to realize that I can't set the sound levels by ear with the test tone (i.e. STATIC)on my receiver. The more time I spend trying, the more varied the results. I am willing to invest in a meter but I was wondering if I can set it once and forget it, or will I find myself tweaking it each time I watch a new DVD? Also, does anyone have suggestions re: an affordable (but not crap) sound level meter?
