Sony Wega Remote RM-Y171 and Samsung Sat.Rec. Sir-S70

Can some explain why the Sony Wega remote RM-Y171 (has the capability to operate other Sat.receivers) will not operate a Samsung Sat. Receiver. Does any one have the 3 digit IR code for the Samsung receiver?
