Xilinx Spartan series chips are just FPGAs. Which means they do nothing on their own, until they are programmed. So the function can be just about anything. This particular unit, the XC2S200, is a 200,000 gate device. This is a Spartan 2 device. Xilinx is currently touting the Spartan 3 series as being the latest greatest (with up to 1million gates). So, obviously, this DV-03 is way outdated, I would avoid it and wait for something a bit more modern.
