Unfortunately you can't use the DVD players progressive scan abilities with your S-Video only TV. Besides everything else, your TV wouldn't know what to do with a progressive signal.But your DVD player probably has an S-Video out and can output a interlaced video signal that your TV will like.
If you want to use the DVD players progressive scan ability, you will (sob!) have to buy a compatible TV.
Having said that, S-Video DVD on a regular TV can be very good. Progressive scan really pays off more with larger screens ..., so it's not the end of the world.
