With only $5k total for both, here's what I suggest.Hold off on the receiver and get a 42" Panasonic TH42PHD6UY plasma. This is a High Definition commercial model plasma (1024x768). It is available for $4289 from www.1800plasmas.com, including shipping. You can get a 2% discount on that if you send a check, money order or wire transfer. This would save you $85.
Should you get or have a DVD player or STB that has a DVI or HDMI output, the TY-42TM6D DVI card is available for $200 from www.plasmaconcepts.com, including shipping. It comes with a 3 meter DVI cable, should your source be DVI capable. If your source was HDMI, you would need a DVI-HDMI adapter cable. These run about $45 from www.gefen.com, plus shipping. Others may have it cheaper. You would only get this when you could take advantage of a DVI or HDMI source, so it wouldn't be an immediate expense.
You will need a wall mount or a table stand. If you want a wall mount, you can get a Sanus VMPL2 (0 degrees to -5 degrees tilt angle) from www.etronics.com for $128, including shipping. If you need more tilt angle (+/- 15 degrees), the VMPL is available for $25 more. You can do a search for suitable table stands.
As for the receiver, the reason to hold off is because many manufacturers just demoed new models at CES (two weeks ago) that will be Spring releases. I wouldn't buy any receiver without Dolby Pro-Logic IIx processing and 7.1 output capability.
