On some CRT TVs there is a "Service" switch on the back which when switched on, converts the entire picture to a single line. Check if there is one on the back of your set, and flip it back and forth. It may have corroded or got partially switched to the service mode Otherwise if there is no switch its a loose connection in an internal component which will cost serious money to track down.
