I'm just guessing but I would think it's related to your TV's power supply. When your TV is given a signal that has a lot of output in one color or at one time (many pixles on, all the same color) the power supply is bugging out on you. I doubt this has anything to do with dirty power supply or cable line, unless you get this noise all the time (I do and have to filter it out).I would take the TV to someone for a checkup and tell them what is going on. This assumes the TV is worth enough to warrant the cost of repair -- your call on that one.
If you are having noise all the time in addition to the text problem then check out using one of those $75 (or so) Monster power strips. They have a fair hookup for cable lines that elminates most (not all) of the ground-loop problems associated with Cable TV lines mixing and mingling with your HT setup.
