Your parameters are quite restricting. Why so many stipulations? I'm not sure that you will find any 16:9 TVs with a width of 32" or less. The top doesn't need to be flat--the top to my Toshiba Cinema series is curved. I use a combination of blu-tack and vibropods to level and stabilize it.

The LCD panel will limit the quality of the picture, but if adhering to your parameters is absolutely necessary you may not have too many other options.
