I had a similar problem with my DTV receiver (RCA) and the cable TV lines coming into the house. I don't know if you have an extereior ground from the actual dish happening or not, but if you do, disconnect it and ground your coax line coming in from the dish and cable line through a power bar with dual coax hookups- I did and have never had a problem since with picture OR sound!!
