A basic digital surround receiver, with no fancy stuff like HDMI or more than a couple of digital inputs shouldn't cost too much over $100 with some luck if it's an older model on sale. 4 used, somewhat matching stereo speakers from thrift stores or yard sales or Craigslist, and configure the receiver for 4.0
Really really cheap is a stereo receiver, and wire the surround speakers in series, and connect them from left hot to right hot. This will give you passive surround decoding, not too far removed from Dolby Surround. Put the rear speakers as far back as possible, to add delay.
