Another Dolby Digital to PCM conversion question!

Bear with me, I hope this question isn't dumb. Do all a/v receivers and a/v pre-pros decode Dolby Digital to PCM? Will the toslink-out from the a/c receiver output a pcm datastream into my Benchmark DAC1? Example: Fios cablebox digital out to a/v receiver to my Benchmark DAC1. I hope I'm making myself clear. Thanks!
