Look at what's for sale on local ads, pawn shops, thrift stores, used stereo stores etc. Then look up reviews online. Buy what looks best (but make sure it works correctly).
Alternatively... build one (or two if possible; two subs makes for more efficient and more evenly distributed bass). Pay $50 to $150 for a nice woofer, buy a sheet of 3/4" MDF and make sawdust. While there are dedicated subwoofer plate amps that just bolt into the side of the cabinet, you may be able to get buy using a spare stereo receiver or integrated amp. Or a used basic power amp; fanless is nice, but some (semi)pro amps have quiet multispeed fans that are tolerable at home. See the DIY section at AVSforum. Or visit Creativesound.ca; they have drivers and plans (also plate amps).
