I download stuff or capture it from a streaming site, then watch it using a WDTV Live media player. If you don't have one of those, drop what you are doing right now and get one.
For recording, DVD recorders can be picked up cheap at thrift stores and yard sales with some luck and patience (got one yesterday for $14.50). However, mostly if I record video I use my computer and a capture card. I got the DVD recorder because it claims to have timebase correction, which ought to make better captures of VHS content.
If I could receive ATSC TV over the air, I'd use a capture card or USB device like the WinTV-HVR950 and capture the transport streams unmolested. In the US, you should have Clear-QAM for basic cable channels, which can also be captured with that USB tuner.
