It is a bit odd that the problem occurs only with the library DVDs and not those purchased and store-rented.

It is likely that the copy protection on the library DVDs is affecting your VCR's video section. If your TV has any type of video input (i.e., composite, S-video, component video), bypass the VCR and plug the DVD player directly into that input and try one of those "problem" discs again.

There is also the extremely slim possibility that you have one of a very few older players (from about 1998 to 2000) that had problem software that was quickly corrected. These players had difficulty playing a handful of DVDs.
