I would say YES to both in general. I think it's LCDs you're thinking of that (still) have the more obvious motion artifacts, plasmas have generally been free of them for quite some time even at the lower price end (with all silly processing turned off). However I'd be wary of expecting a lower price plasma to match a higher end CRT picture overall, I mean after all it's a Sony CRT...the best panel displays are called "CRT-like" so that should give you an idea.
There is no doubt that some lower-priced panels do not do SD DVD very well. I was very concerned with this too. You should research user comments for the exact model you want, SD ability is not so often discussed by manufacturers promoting HD displays...
