Yes, they typically do. But how it's implemented varies, and ease of use, as does the speed.
For instance, I have a PS3 and an Oppo. They both can move forward/reverse at 1 frame/s, or by a single frame. That's with BD, which is simple because of the frame/display rates. With DVD, you can select the pause mode (film/video) I think and then it moves slightly differently, but still very slow.
Fast forward/reverse is a whole different game.
