Not at all. The Dolby Digital specification allows for encoding from 1.0 channels (mono) all the way up to full discrete surround (5.1).The more channels, the higher the compression. It's all right there in the spec.
As for the cable company, if they have a DD decoder in the set top box, they are providing decoded DD output. Misleading, yes, inaccurate, unfortunately probably not.
