How do I split composite video output?

I need to take the composite video output from a VCR and split it to send signals to a video capture card and a TV at the same time (both have composite inputs).

Does anyone know the best (and cheapest) way to do this?

Does this have to be amplified through a splitter or can it be done with simple "Y" cables.
