Seen it and no, it's not speeded up.

It's riveting and very controversial. There's a couple of very close calls, even though it was shot at about 4:45AM. Many people consider the idea of making this film the ultimate in anti-social behavior. Personally, I love it.

Unfortunately, it's still not available on DVD.
