Seasons 3 & 4 do not hold up to seasons 1 & 2 (IMO). Season 3 is pretty good, but 4 suffered from loss of creative juices. Season 5 was an improvement over 4 but the overall level has declined.

The HBO series I really like and feel has not suffered over the seasons is Six Feet Under.

I am inclined to agree with you that network TV does not produce shows of same caliber, although I watch so little of it that I confess I've not seen anything that Clark has mentioned.

This is all my opinion of course.
