I agree on the asinine part, but the rest of your statement isn't true.
The rest of the world still does regions, and most discs worldwide are still region encoded, as are most DVD players(though they may be hackable).

when their DVD players are either region-free out of the box or are easily hackable. I'll agree that "illegal" is the wrong term: I should have said "intolerant of strict conformance to region coding for DVD players".
