Indeed. odd problem. I have now partially solved the problem by running the signal (and tuning through the TV) then using a SCART cable to the AV receiver.
No matter how I try (and I have tried four times now) and I simply cannot get a signal through the VCR. I do remember when I lived in the US that I bought a multi-system TV which allowed you to change channel settings manually (there was a choice of 4, 5.5 and 6...would that be Hz or KHz??) By switching for one to the other I was able to get a perfect picture in the US. I think I have run into the opposite problem here in China. The TV is set for Europe with no way to manually change to a different setting for Asia.

Does this sound plausible?
