It isn't that seasons 2 & 3 are bad, but the storyline arc drifted too far, focusing too much on secondary storylines and characters to a point where the sharply written episodes became a bit hit & miss. This was more the case in season 3, with Cain becoming both a threat and sympathetic character which was a tough needle to thread.
As I recall one issue with season 3 was that the actor portraying Mazikeen became pregnant and storylines had to be rewritten to provide reasons why her character wasn't around. The concocted secondary storyline worked and kept her character in play, but it took attention away from the main story featuring Lucifer and Chloe.
Without providing any spoilers, Season 4 is crisply written with an excellent balance between the dramatic and comic elements. Eve is a perfect addition, charming, alluring, vulnerable, dangerous and a keen focal point for the series moving forward. I'd be very surprised if you start watching it again and aren't hooked.
Suggestion for anyone who gave up on the series in the second or third season: most of the story arc and backstory in those seasons has been resolved enough that it isn't necessary to go back very far for a refresher. If you just catch the last couple of episodes in the season 3 story arc (not the post-season strapped-on episode designed as a reenvisioned series finali) you'll be caught up to where things take off running in season 4.
I can't emphasize this enough: Avoid, if at all possible, the very final episode aired after season 3 concluded. It was intended to tie-up some loose threads after the series was put to bed by Fox. This reimagining doesn't work, period. It's akin to a dream episode where the characters exist in alternative realities and is totally unsatisfying (most of the cast is out of character, which is a disasterous way to end the series if Lucifer had remained cancelled).
Trust me, season 4 is a real joy to watch.
