They demand a different mind set from the viewer. Just as a novel and a poem make different demands on a reader, so do more visual, cerebral films. Poems take some effort (the good ones) to disentangle, the meaning isn't obvious: that would defeat the purpose of non-declarative discourse.
The films of Tarkovski and Tarr, of Antonioni and Bi Gan make similar demands upon the viewer; he must be an active, not passive, participant.
It's certainly not for everyone---it's a completely different experience that takes time to appreciate.
