Lots of things go into this. Speed of internet connection. If that is OK, then not all youtube videos are equal. Some are higher quality when you expand them than others.
If you want to experiment, try hulu.com. Their TV shows look pretty good to me when expanded to full screen. If you don't get decent quality there, it could be due to an low performance video card or even to too slow a processor or too little memory. It makes little sense to do a partial upgrade of an old computer, the costs are so low that replacement is the best option.
