deplorable, they cannot be decent.
That said, it is very easy to look at history's ugliest events, or shocking criminal acts, and think you'd never participate. Unfortunately, that isn't where reasoning leads us--- or at least, the vast majority of us. That's why politics is so important: once an evil system is in place, most people will follow. There is a famous Yale psychology test that showed how dangerous authority can be.

...with people feeling they are being neglected, left to their own devices, that pushes the participants over the edge. It is purely the survival game.
