Only a few claim to be based on true stories, not the ones that you cited however. Fictional stories cannot be considered fraud, etc.
Ted was pretty cool, but I did not read at the beginning or end of it whether it claimed to be factual. I'll bet that they did not claim it as factual.

As for Zero Dark Thirty, their failure to satisfy the tin foil hat brigade is hardly their problem.
I may have watched the 1979 version decades ago. I no longer watch such things. I don't know much about that story, but I know that there are things beyond what we can see or measure.
