The short version: The third act was a complete mess.
Best line from the movie: 'I'm from the future. You should go to China'.

re: 3rd act.
with regard to the "Rainmaker" character. I feel that this character, which is essential to the overall plot, is not at all fleshed out. At some point we recognize him...yet we the audience only are given sketchy evidence as to what makes him so important to the future.
We know that the Rainmaker will have superhuman TK powers. And we know that these powers will be put to use. Yet the movie doesn't give us enough information, enough foresight, into the Rainmaker's future to truly understand the role he will play.
We did see the young Rainmaker kill the mob enforcer. And the method of that killing gives a clue to the moniker "Rainmaker".
We just don't get to see the mature Rainmaker. We don't get to visualize the mature Rainmaker fulfilling his horrible reputation.
Also, I thought that the film sequences showing old Joe attempting to track down the young Rainmaker to be less than apparent. The film could have displayed this part of it with more visibility.
I would agree that there are places where the film does not explain itself well enough.
Overall, I still enjoyed it. Hence the 3-1/2 stars I give it.
