Just saw this and had my chuckles. I'm not sure how closely this illustrated the fear and political correctness of their system at the time but it was fun. Thought Buscemi was a stretch for Khrushchev but absolutely loved Isaac's flamboyant, over-the-top, cape slinging Zhukov. Yeah, it's a satire, parody. In bonus material, the director told everyone this was not a comedy and to play it straight. The script is so good that it pulled out the performances they were seeking.
Not serious history, of course, but kind of fun.

Follow Ups:
...a very black comedy.
Amusing but probably not very accurate historically.
Almost reminded me of a Marx Brothers film but not nearly as funny.
And Buschemi wasn't a very convincing Kruschev.
