The 2:1 sales difference isn't that critical right now, considerig the total difference between the two is less than 1 million discs. Hardware will play a role, and supposedly HD DVD will be cranking out third gen players soon. We'll see. There are other factors involved as well. Right now, HD DVD has more momentum from the Paramount move. Whether or not that lasts, is the question. Another is price, for both hardware and software. BD is inherently more expensive to make, for both, due to the technology. The masses aren't going to buy into a $500 player. If the BDA doesn't solve the production problems for discs in the next year or so, BD will never be for the masses, even if they win the war. Right now, the only thing keeping BD alive is Sony's subsidies.
Of course, none of this matter, if the masses aren't interested.
