You ask how much he should spend? Only he can answer that. I would ask how much can he afford and how important is it to him.
The only advise I could lend is to get a reciever with Audyssey room eq like a Denon or Onkyo. This seems to the best bargain for mid-fi and improves quality of sound. If he likes the Bose but thinks it is overpriced then he should look at Mirage omnistats. As for subs get the best he can afford, maybe used.

I was perusing the Klipsch website for packages of speakers and they look pretty snazzy. Haven't heard them, tho.
Agree with your advice. Yesterday, I told him, are you going to Denon or Onkyo? He said Sony.
Kal R suggested AVforum.com and they had a low priced receiver survey, where they basically had several Onkyos and a Pioneer and a Denon and a Yamaha. Agree the those surveyed?
I sent him an email with similar questions about his budget, etc.
