I have noticed similar with some of the Hong Kong DVDs I have. (BTW, they are legitimate Hong Kong studio releases, not boots.) And, when a few of them were released on a North American label (Fox/Fortune Star), they had the same out of sync captions. Just 1 or 2 seconds off, but about as annoying as lip-sync being a fraction off. It is hard to say whether that or the dubbed English track is worse...

Yeah, agreed. This is not like a lip sync issue which can often be caused by local system processing (as opposed to the "old days" where it was almost always on the disc). This sync problem is recorded and the only benefit you may get from a new copy is it plays all the way through.
I get the impression this may be a Chinese boot of a Hong Kong film (they boot everything LOL). Some of the Chinese boots have terrific-looking packaging. Some of them are essentially perfect copies of the legitimate issue. That's kinda what I was inferring above: the official releases *may* have the same sync issues. I know Fox didn't clean that part up when they issued some HK movies in NA, though they did an otherwise good job.
