There definitely is a noticeable improvement in picture quality with BD.
There's also a noticeable improvement in sound quality with uncompressed LPCM and the new lossless audio codecs. On some discs I've watched, I thought the improvement in sound quality is as great or greater than the improvement in picture quality.
People who say there's little difference between upscaled DVD and BD are fooling themselves. The differences are clear and they are improvements. Whether someone thinks the improvement is worth the expense of upgrading will depend on a number of factors and that's a different question. There's no arguing the fact that BD is better.

BD is indeed superior - but we run up agasnt the old issue of varyig transfer qualities. Some are beautiful and some look like the engineer did it between beers at a poker game - they should never have made it out on the market.
