Cost is only a broadband internet connection and time to setup a pc to your tv. As the posters said below the specs of the HTPC (Home Theater PC) should be up to par with what you want to do with it.
Most streaming sites are free in cost (ad supported), however VOD services like amazon.com video on demand might be $3 or so per hollywood movie, many have found ways around that with signing up for the netflix streaming service and paying a monthly subscription for unlimited movies.
In terms of regular tv shows, they are all free and ad supported, and in the case of PBS, community funded.
