Yes, they typically do. But how it's implemented varies, and ease of use, as does the speed.For instance, I have a PS3 and an Oppo. They both can move forward/reverse at 1 frame/s, or by a single frame.* That's with BD, which is simple because of the frame/display rates. With DVD, you can select the pause mode (film/video) I think and then it moves slightly differently, but still very slow.
Fast forward/reverse is a whole different game.
*Edit: there may be other slow rates besides 1 fps, I forget. Also, I have seen Java on BD interact with this too. Sometimes there's a frame counter, so you can actually go to a specific frame: the counter shows h:mm:ss:ff where ff goes from 0-23.
