No explosion and fast cars, horror or martial arts...
Drama, crime, foreign...???

Here are some foreign, some artsy, some very commercial...dramas, crime capers, comedies...and one or two "genre" films...these are flickers that I enjoyed a bunch from 2005-2009. Some of them don't even HAVE cars in them, much less fast cars.
In no particular order...and excluding previous recommendations from other posters:
After The Wedding
Children Of Men
The Return
Pan's Labyinth
The Lives Of Others
Let The Right One In
4 Months, Three Weeks, 2 Days
The Death Of Mr. Lazarescu
Inside Man
Death At A Funeral
The Diving Bell & The Butterfly
Pride & Prejudice
Hot Fuzz
This Is England
Moolaade
Waltz With Bashir
Tristram Shandy: A Cock & Bull Story
Cache
from many critics and then weighs them into its "Best" list.
The link is for only one year but that should keep you busy for awhile! There are many films which don't see major US release and, unfortunately, those are by far the best in quality and number. Unless you live in a large US metro area with a thriving foreign and art house milieu, you must join Netflix or use a download service to get access to these films.
To get other years selections, just google "film commentary" followed by the particular year.
..Savages is old school situation drama about adult children dealing with thier aged father.
No Country for Old Men is crime fantasy done rare (like a steak).
No Country, Assassination of Jesse James, Michael Clayton, There Will Be Blood,....and that's only the major releases.
Baba-Booey to you all!
