Chaplin's popularity was clearly on the wane with the advent of "talkies". But The Great Dictator was his greatest success, and in the light of who he was satirising; a very brave effort by an artist.
It is dated, but more salvageable than "Limelight" IMHO.
If you think movies were overly naive and sentimental then; what are they now?
