DVD Regions: Some Question

Been searching around the internet . . .

I have found a helpful discussion of the DVD regions and, as a U.S. resident, know that I live in "region 1."

In addition to the six basic regions, some DVDs from overseas are advertised as "region free." But what does that mean?

1) Does it mean that this DVD will play on any DVD player in the world, including U.S. region 1 DVD players?
2) Or does it mean that it will only play on a special "region free" DVD player, which will (probably) have to be purchased from one of these international movie resellers, etc.?

Let's confuse the matter! Note the following comment at one of the sites:
"What is R1/R3 encoding?
A few of our titles might be encoded for Region1 (North America) or Region3 (Asia). If your player is not a region-free player, the disc will not start. If you do not have a region-free player, some PC-based DVD software programs will let you change your region-settings (limited number of times usually). The region codes are explained below.
Please check to make sure your player is capable of reading R3/R1 discs before ordering such titles. As, we cannot help in such cases if your player is not region-free."

Yes, I'm confused . . . I'm skeptical that Asian DVD movie sellers are completely clear on this matter. In researching various versions of the DVD "Musa the Warrior," I find a myriad of DVD covers and several (2-3 at least) version of the movie.

Supposedly, only the Korean version is the full-length 155 minute uncut movie--it would seem this would be region 3, as some sites claim, but others say it is "region free."

If anyone can shine light on this matter, I'd appreciate it.
