I don't agree about the video evidence being less valuable because it's manufacturable. As we know even in today's culture, it isn't just visual information that determines actions and reactions, but also suspicions based on the cumulative experience acquired through word of mouth, film, photographs, testimonials, etc., so gradually informed opinins are fueled by both rumor and evidence. The Reivers were a feared entity in the Firefly/Serenity universe and many folks inhabiting these outer planets had seen what these inexplicably crazed creatures were capable of, but no one had an explanation for their existance, ...until now. Obviously the United Federation of Planets would want to keep this information suppressed. ;^)
