this is a Disney film about a Fairy Tale. So,yes, it is for children.
I'm tempted to say that it could be thought of as the mirror image of the original Disney animated film: "Sleeping Beauty". But I'd have to sit through that one to confirm it. But having watched any number of Disney animated movies from that period in the 40's and 50's, it has become apparent that Disney tended to tell tales of good versus evil. Evil is ugly. Good is beautiful. And often enough in those Disney movies, the evil witch dies horribly as the audience applauds. And these are shown to children. (message to young children; ugly is evil...kill it.)
Anyway, Maleficent, the movie, shows all the shades of human emotion from bright and sunny to dark and hateful. Betrayal and revenge, then forgiveness, contriteness ,a test of the soul, and then redemption. And it does so with appropriate justification to motivate each condition.
Imho, it is probably better to show children this version of the Sleeping Beauty tale than the original from 1959.
