The falling buildings don't speak well for CA-licensed structural engineers. The state requires massive additional studying and testing. Design and construction standards for break-and-fail are such that it would take a meteor hit to bring one down. I guess a Richter 9.6 exceeds.
I did work for FEMA in post-Loma Prieta days (7.6 to 8.0, depending on who asked) assessing structural damage, and although buildings in the San Fran/Santa Cruz region did the shimmy, they stayed up just fine.
