Newbi Help on HT

Well I'm generally conversant with the hi-fi side of things, and totally into DIY tube & speaker projects. But the family is beginning to ask about HT - which I know nothing about, so here's my question.
How can I start on the cheap to improve the sound and upgrade the video later. My TV does not have audio or video outputs, just inputs. I have a VCR but would like to add DVD. Is there a receiver that will allow me to do DVD's and provide the appropriate sound decoding/amplification? Or am I stuck buying two seperate units? Can these be integrated with my TV by putting them before the TV (thus working around the no audio/video outputs)? Finally, how can I do this to allow for future upgrades, but stay inexpensive now (total budget = $600)? Are there good components I should look for on ebay, for example?
