Getting digital artifacts with my Toshiba SD-220E DVD player

Picture quality is pretty good but I notice that sometimes it goes a weird when panning across, say, a brick wall (strange lighting effects, kind of stripey shades across it. And on peoples faces if they turn and the light levels on their face change sometimes they look a bit green! Is this common with DVD players? It cost about Â£180 in UK. Using a cheap RGB SCART cable.
