Toshiba SD5109 4:3 progressive output?

I just purchased the toshiba SD-5109 DVD player and I was wondering if any one could explain their 4:3 progressive output. More specifically, if I buy a widescreen tv with 16:9 aspect ratio with 480p component input where does the conversion from 4:3 to 16:9 take place and does this affect image quality. Sorry if this is a simple question but its got me puzzeled.
