Horizontal line cycling on S-Video only

I recently connected a Sony DVD (model S560D) to the S-Video input on my 36" Philips Magnavox TP3681 television. The picture is crystal clear except for a faint horizontal one inch wide line that continuously cycles (slowly) from the top to the bottom of the television screen.
This doesn't occur on any of the other video inputs only the
S-Video. I've replaced the S-Video cable with a higher quality shielded cable, I've shutoff the DVD player and even disconnected it from the S-Video input adapter and each time, I still see this horizontal line. So it doesn't appear to be caused by the DVD or DVD player. I'm thinking it's some other outside interference. Any suggestions what might be causing this or how I might eliminate this problem?
