It's mandatory, and it's in use for both Blu Ray and HD DVD players. It's a digital connection protocol, and it's not limited to HDMI - it's implemented for DVI as well. If you try to plug a Blu Ray or HD DVD player's HDMI out into a device that doesn't support HDCP, such as a computer monitor with a DVI port, you won't get a picture.
