It's called an HTPC with an ATSC tuner card and a Blu-ray drive

Plug a tuner card into your HTPC and you can capture analog TV (or cable), ATSC off the air, and Clear QAM digital cable (if available). There's a lot of different cards and USB devices to choose from, some with dual ATSC tuners.
